D
The existing average daily traffic volume along Harney Lane west of State
Route 99 is 3,792 vehicle trips. Traveling east along Harney Lane from State
Route 99, traffic volumes decrease. Average daily landfill -related traffic is ap-
proximately 434 trips. Peak landfill -related traffic is expected to be 900 trips per
day along Harney Lane.
For the existing landfill, peak traffic occurs between 11 a.m. and 1 p.m.
Overall, existing traffic conditions along Harney Lane in the vicinity of the pro-
posed landfill are good. The landfill -related traffic would not contribute to unrea-
sonable traffic congestion. Background traffic levels in the area are low because
the land use in the area is primarily agricultural. Over time, the increase in waste
generation will result in an increase in landfill -related traffic.
5.1 PLANNED ACCESS IMPROVEMENTS
Roadbed conditions along Harney Lane are good between State Route 99 and
Tully Road. The roadbed is evenly graded, pavement quality is smooth, and the
shoulder line is painted. However, conditions along Harney Lane between
Southland Tully Road and Clements Road are poor, with many potholes and
isolated failures. This segment of Harney Lane is not evenly graded, and the
road surface is subject to occasional flooding where the roadbed is lower than
the adjacent field. The San Joaquin County Department of Public Works is plan-
ning to improve this segment of road.
The planned improvements include reconstruction and widening of the existing
road to provide two 12 -foot paved traffic lanes and 8 -foot shoulders on each side.
The roadway profile will be improved by minor cutting and filling to provide in-
creased stopping sight distance and to raise low areas that are currently subject
to flooding. The proposed roadway improvements will include reconstruction of
Harney Lane's intersections with Tully, Atkins, and Clements Roads to provide
improved turning radius for trucks at these intersections.
When the roadbed improvement along Harney Lane between Tully Road and
Clements Road is implemented, traffic heading towards the landfill from the town
PJ9 9390219A.00W 28 Rev. 0 July 19 1989
