1
1
7.0 SITE DEVELOPMENT PLAN
7.1 IMPLEMENTATION SCHEDULE
Construction of the new landfill is expected to begin in the latter part of 1989.
Construction will be completed by June of 1990. The landfill operations will pro-
ceed in numerical order by module, beginning at the northwest corner and run-
ning in a counter -clockwise direction (see Drawing 2). Excavation will proceed
one module ahead of refuse fill for construction of temporary runoff containment.
Once the last module has been filled, it will take approximately 2 years to com-
plete closure operations.
7.2 GRADING PLAN
The proposed landfill configuration, shown on Drawing 1, is influenced primarily
by surrounding topography and maximum landfill heights established by the
County. The landfill's maximum fill height will be approximately 65 feet above the
existing ground.
A permanent berm will be constructed around the landfill perimeter. This berm
will define t e limitsthe landfill and protect the landfill from contributory surface
water (run-on) that might enter ' —toundary. The berm is set back 100 feet
from the property line to provide a buffer zone. This setback will accommodate
perimeter drainage and monitoring facilities, and an access road to the monitor-
ing facilities.
Minimum final landfill slopes of 3 percent will be maintained to provide adequate
drainage and prevent ponding after anticipated settlement of wastes. Drainage
swales will be constructed and maintained at a minimum 2 percent slope to divert
' surface drainage away from covered areas.
' Maximum final landfill slopes will be constructed no steeper than 12 percent
along the perimeter slopes to minimize erosion while preventing slope and
' drainage reversal from landfill settlement. A minimum 4.5 -foot -thick final cover
will be placed over the refuse fill to minimize infiltration in the landfill and provide
' PJ9 9390219A.00W
34 Rev. 0 July 19, 1989
