10.1 BASE LINER AND LEACHATE CONTROL FACILITIES <br />' The North County Sanitary Landfill has been sited to meet the requirements of <br />Section 2533(b)(1) of Subchapter 15; thus, placing a single clay liner with perme- <br />ability of 1 x 10-6 cm/sec or less is not required. However, a liner has been <br />planned for the site, which necessitates that the site also have a leachate collec- <br />tion and removal system (LCRS) pursuant to Section 2543(a) of Subchapter 15. <br />The LCRS will consist of <br />• a 1 -foot -thick clay liner with a permeability of 1 x 10-6 cm/sec or <br />less <br />- a dendritive network composed of 6 -inch -diameter perforated pipes <br />installed in granular drainage material <br />- a 10 -ounce per square yard geotextile surrounding the granular <br />drainage material <br />• a 1 -foot -thick operations layer over the clay liner and dendritive <br />network <br />' 10.1.1 Clay Liner <br />' Preconstruction laboratory testing, combined with nuclear density field testing <br />during compaction, will provide quality control for base liner construction. <br />' Before constructing the clay liner the following tests will be performed on pro- <br />posed clay liner soil unless applicable test results from previous construction pre- <br />clude new testing. <br />' • Compaction curve - one representative sample of material <br />Moisture content - one representative sample of material <br />' • Sieve analysis - one representative sample of material <br />Hydraulic Conductivity (permeability) - representative samples of <br />material, compacted to a relative compaction of 90 percent of the <br />maximum dry density at selected moisture contents.
