V. Existing Conditions Description: <br /> A. Existing Diversion Alternatives: <br /> Currently, in the unincorporated area of the County, <br /> most recycling activities are being carried out by the <br /> private sector. Most of the reuse collection companies <br /> operate recycling programs at various levels of effort. <br /> Recycling centers certified by the State accept <br /> redemption beverage containers. Several of the recycling <br /> centers accept other recyclable materials as well. <br /> The County conducts recycling operations at its <br /> Lovelace Transfer Station and North County Recycling <br /> Center and Sanitary Landfill. Additionally, the County <br /> conducts an office paper recycling program at all <br /> applicable County locations. <br /> Military facilities in the County have active <br /> recycling programs for their own materials. Food <br /> processing plants recycle much of their waste stream. <br /> The scrap metal industry recycles material from industry <br /> and residents. <br /> In most cases, current recycling facilities are <br /> located within cities, but serve both city and <br /> unincorporated area residents and businesses. These <br /> activities are further discussed in Section D below. <br /> B. Quantity of Waste Being Diverted: <br /> Table 4-2 illustrates which recycling businesses and <br /> organizations are currently serving the unincorporated <br /> area and lists by waste type the tonnage of material <br /> being recycled.
