EVALUATION:
1. Effectiveness in Reducing Solid Waste:
Residential curbside, drop-off and buy-back
programs would target only 5.2% of the unincorporated
area's waste stream currently being disposed. If 50% of
residential waste generators participated in the
recycling program and recycled 50% of the targeted
materials, then about 1.4% of the waste stream would be
diverted.
The value of these programs is to respond to and
encourage the public's interest in recycling and to make
the public sensitive to the problems and scope of waste
disposal. .
Another advantage to curbside and drop-off programs
is that once the system is in place, other materials can
be added to the collection process as end markets for
them are developed.
2. Hazards Created:
There are no unusual hazards created by curbside,
buy-back, drop-off, or mobile centers.
3. Ability to Accommodate Changing Economic,
Technological, and Social Conditions:
An advantage of curbside collection and other
residential source separation programs is flexibility.
If there are changes in markets or technology making it
possible to recycle additional materials, or making it
uneconomical to recycle existing materials, residents
can be asked to change the mix of materials they
separate.
Chapter 4 - Recycling 23
