EVALUATION: <br /> 1. Effectiveness in Reducing Solid Waste: <br /> Residential curbside, drop-off and buy-back <br /> programs would target only 5.2% of the unincorporated <br /> area's waste stream currently being disposed. If 50% of <br /> residential waste generators participated in the <br /> recycling program and recycled 50% of the targeted <br /> materials, then about 1.4% of the waste stream would be <br /> diverted. <br /> The value of these programs is to respond to and <br /> encourage the public's interest in recycling and to make <br /> the public sensitive to the problems and scope of waste <br /> disposal. . <br /> Another advantage to curbside and drop-off programs <br /> is that once the system is in place, other materials can <br /> be added to the collection process as end markets for <br /> them are developed. <br /> 2. Hazards Created: <br /> There are no unusual hazards created by curbside, <br /> buy-back, drop-off, or mobile centers. <br /> 3.
