7. Consistency With Local Plans, Policies, and Ordinances: <br /> Residential refuse collection in the unincorporated <br /> area is voluntary. Residents may use the franchise <br /> service provided, or haul their waste directly to a <br /> County disposal site. If the County were to establish <br /> curbside recycling in portions of the unincorporated <br /> area, it should evaluate instituting mandatory curbside <br /> garbage collection in those areas. The County would <br /> also need to evaluate anti-theft ordinances to prevent <br /> theft of recyclable materials left at the curbside and <br /> stored at disposal sites. <br /> These recycling strategies, curbside, buy-back, <br /> drop-off, or mobile buy-back, could be more effective <br /> with the implementation of variable can rates that would <br /> encourage homeowners to remove recyclable materials from <br /> their waste containers. Therefore, the County would <br /> need to evaluate rates charged for residential refuse <br /> collection and disposal. <br /> Variable can rates would have no impact on the <br /> self-haul waste stream. Therefore, the County should <br /> also evaluate policies that impact residents who haul <br /> their own waste rather than use a franchised hauler. <br /> Policies to consider may include drop-off or buy-back <br /> programs at disposal sites, with reduced disposal fees <br /> for segregated waste, no charges for recyclable <br /> materials, charges by weight or volume instead of <br /> minimum disposal fees, and/or bans on self-haul of <br /> residential waste. <br /> a. Institutional Barriers to Implementation: <br /> The development of additional buy-back and drop-off <br /> services, storage facilities, and sorting facilities <br /> could require obtaining local and state permits for the <br /> Chapter 4 - Recycling 26 <br />
