5. Program Implementation in Short-Term or Medium-Term <br /> Planning Period: <br /> The North County Recycling Center and Sanitary <br /> Landfill became operational early in 1992. This <br /> facility serves as a MRF and a site for a salvage <br /> programs for North County Area waste in the short-term. <br /> Also, the improvements to the Lovelace Transfer Station <br /> in the central part of the County should be completed <br /> late in the short-term planning period. This facility <br /> could also serve as a MRF and a salvage area for Central <br /> County Waste. <br /> A MRF and salvage facility could be developed in <br /> the South County Area by January 1995, and be <br /> operational in the short-term period. <br /> All three facilities could be expanded during the <br /> mid-term planning period to handle increased recycling <br /> required to meet the year 2000 diversion goals. <br /> 6. Need for Additional Facilities: <br /> During the short-term planning period, the North <br /> County and Lovelace MRF would sufficiently handle North <br /> and Central County waste. A new MRF would be required <br /> for the South County Area. <br /> During the mid-term planning period, all three MRFs <br /> would have to be expanded to accommodate the increased <br /> diversion rates. <br /> Whenever possible, these facilities should be <br /> developed on a regional basis to serve more than one <br /> jurisdiction. <br /> To be effective, salvaging would require space to <br /> store the salvaged material where potential customers <br /> could see it. If salvaged items were given to local <br /> charities, far less storage space would be needed. The <br /> program could be limited to the dry months which could <br /> Chapter 4 - Recycling 36 <br />
