u
[l
The California Integrated Waste Management Act of 1989
(AB 939) requires that a Compost Component be included in the
Source Reduction and Recycling Elements to be prepared by each
jurisdiction in the State. The Compost Component must include
objectives, a description of existing conditions, an
evaluation of composting alternative strategies, selection of
a program, implementation of the program, and monitoring and
evaluation thereof.
For integrated waste management planning, AB 939 as
amended by AB 1820 defines compost as the product resulting
from controlled biological decomposition of organic wastes
that are source separated from the municipal solid waste
stream, or which are separated at a centralized facility.
Compost includes vegetable, yard, and wood wastes which are
not hazardous waste.
. Goals and Objectives:
A. Goals:
1. In the short-term planning period, the County's
goal is to achieve a 5% reduction in the solid
waste going to landfills through composting.
2. The County's medium-term planning period goal is to
achieve a 10% reduction in the solid waste going to
landfills through composting.
L
