u <br />[l <br />The California Integrated Waste Management Act of 1989 <br />(AB 939) requires that a Compost Component be included in the <br />Source Reduction and Recycling Elements to be prepared by each <br />jurisdiction in the State. The Compost Component must include <br />objectives, a description of existing conditions, an <br />evaluation of composting alternative strategies, selection of <br />a program, implementation of the program, and monitoring and <br />evaluation thereof. <br />For integrated waste management planning, AB 939 as <br />amended by AB 1820 defines compost as the product resulting <br />from controlled biological decomposition of organic wastes <br />that are source separated from the municipal solid waste <br />stream, or which are separated at a centralized facility. <br />Compost includes vegetable, yard, and wood wastes which are <br />not hazardous waste. <br />. Goals and Objectives: <br />A. Goals: <br />1. In the short-term planning period, the County's <br />goal is to achieve a 5% reduction in the solid <br />waste going to landfills through composting. <br />2. The County's medium-term planning period goal is to <br />achieve a 10% reduction in the solid waste going to <br />landfills through composting. <br />L <br />
