Such a <br />system would be designed to process non -source <br />separated solid waste, and compost very large <br />quantities of several waste types. Due to the high <br />cost for such facilities, one regional facility <br />could be developed to serve the Cities and County. <br />PROGRAM EVALUATION: <br />1. Effectiveness in Reducing Weight or Volume of Solid <br />Waste: <br />Separation of compostable materials at County <br />MRFs would not be very effective in producing clean <br />compostable materials and would not have a <br />significant impact on the waste stream. However, <br />it could augment the curbside and self -haul program <br />discussed previously. <br />A more sophisticated waste processing system <br />could be very effective in composting large amounts <br />of the waste stream. Some estimates indicate that <br />as high as 80% of the waste stream could be <br />composted. However, such high diversion rates are <br />usually based on a portion of the waste stream, <br />such as residential packer truck waste. <br />Nevertheless, such facilities could contribute <br />significantly toward reduction of the waste stream. <br />2. hazards Created: <br />Neither alternative would, create any unusual <br />hazards that were not discussed in the previous <br />evaluation of facilities for source -separated <br />material. <br />Chapter 5 - Compost 15 <br />
