facilities, existing capacity exists at County disposal sites to <br />handle their waste stream as well. <br />For planning purposes, the County is divided into three <br />geographical planning areas - North, Central, and South. (See <br />Figure 1-3.) The North Area includes the City of Lodi and <br />unincorporated areas in the northern portion of the County. The <br />Central Area includes the Cities of Stockton, Lathrop, Manteca, <br />Ripon, and Escalon, and the unincorporated areas around these <br />cities. The South Area includes the City of Tracy and the <br />unincorporated area in the southern portion of the County. <br />II. Existing Permitted Solid Waste Landfills and Transformation Facilities <br />within the Jurisdiction: <br />San Joaquin County owns four Class III sanitary landfills, <br />one recycling center and a transfer station. The recycling <br />center, transfer station, and three of its landfills are <br />operated by the County using County staff, while one landfill is <br />operated by a private contractor. These facilities are as <br />follows: <br />A. North County Area: <br />1. Harney Lane Landfill: <br />The Harney Lane Landfill in the northern part of <br />the county was originally operated by the City of <br />Lodi, beginning in 1948. It is a Class III landfill. <br />The site has reached final capacity and stopped <br />receiving waste as of October, 1991.
