General Costs: <br />n. <br />r <br />IChapter 9 - Funding 11 <br />11 <br />General costs for the County's solid waste <br />planning, administration, and operation of <br />facilities are funded through the Solid Waste <br />Enterprise Fund. This fund, managed by the <br />Department of Public Works, receives its revenues <br />almost exclusively from tipping fees at County <br />disposal sites. Tipping fees at all County <br />facilities are set by the Board of Supervisors. <br />Tipping fee revenues for the 1991-92 Fiscal Year are <br />estimated to be $7.8 million. For several years the <br />tipping fees have been a reliable source of revenue <br />for the SWEF. <br />The County proposes funding Group One costs <br />with a recycling surcharge on the disposal site <br />tipping fees. It should be noted that as disposal <br />site waste quantities decrease due to SRRE <br />implementation, so will revenues decrease. This <br />will drive tipping fees, and surcharges, higher to <br />maintain a steady stream of revenues. <br />The following table indicates disposal site <br />waste stream quantities on which tipping fees are <br />based during the short-term planning periods.
