W, <br />necessary. <br />It is anticipated that 20,000 households will be <br />provided with curbside recycling and yard waste <br />services during the short-term planning period and that <br />30,000 households will have the service by the year <br />2000. The estimated monthly cost to provide the <br />recycling service and yard waste service is $1.50 per <br />household per service. Therefore, monthly residential <br />refuse collection rates will increase $3.00 per <br />household to cover the costs for these services. It <br />should be noted that the costs are only estimates and <br />actual costs will vary depending on the charges by the <br />refuse collectors to provide the services. <br />County Service Areas: <br />Funding of compost facilities could be handled by <br />placing a surcharge on residential refuse collection <br />rates, by tipping fees at disposal sites, or by County <br />Service Areas. For funding of composting facilities, <br />the County will develop a strategy that may include the <br />above and other mechanisms. The County proposes to <br />work with other jurisdictions to develop regional <br />compost centers and to establish County Service Areas <br />to fund these facilities. Costs to develop and operate <br />the compost facilities should range from $5.00 to <br />$20.00 per property per year. Actual costs will vary <br />depending on the end markets and types of processing <br />required. Thus a regional facility serving about <br />30,000 properties could produce between $150,000 to <br />$600,000 in revenues per year. <br />Chapter 9 - Funding 14 <br />
