WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0219 -3- <br /> FOR COUNTY OF SAN JOAQUIN <br /> FOR CONSTRUCTION AND OPERATION OF NORTH COUNTY RECYCLING <br /> CENTER AND SANITARY LANDFILL FACILITY, <br /> SAN JOAQUIN COUNTY <br /> Central Valley Coast Range Fault, approximately 46 km from the site has a maximum <br /> probable earthquake(MPE) of 6.4 on the Richter Scale, and the San Andreas Fault, <br /> approximately 124 km distant with an MPE of 8.0;both events have maximum probable <br /> accelerations at the site of 0.06 g. <br /> 9. Land uses within 1,000 feet of the facility are primarily agricultural,residential, and <br /> livestock grazing. <br /> 10. The facility receives an average of 17.5 inches of precipitation per year as determined <br /> from an isohyetal map of San Joaquin County developed in"Storm Drainage Study and <br /> Master Plan, San Joaquin County, January 1973. The mean pan evaporation is 78 inches <br /> per year as determined by the California Department of Water Resources for the station at <br /> the Oakdale Woodward Dam. <br /> 11. The 100-year, 24-hour precipitation event is estimated to be 3.65 inches based in data <br /> published by the Department of Water Resources (for the Stockton Disposal Plant). <br /> 12. The waste management unit is not within a 100-year flood plain,based the Federal <br /> Emergency Management Agency's (FEMA)Flood Insurance Rate Map, Community— <br /> Panel Number. 060299-0330A,Effective May 15, 1980. However,the site is within <br /> Flood Zone C,which is an area subject to minimal flooding. The flooding threat will be <br /> mitigated by construction of flood control berms. Berm construction will be done as <br /> filling proceeds from module to module and will be documented to the Board as <br /> construction proceeds. <br /> 13. There are 37 active municipal, domestic,industrial, or agricultural groundwater supply <br /> wells within one mile of the site. No surface springs or other sources of groundwater <br /> supply have been observed. "Domestic"water for use at the site is provided from a well <br /> on site. Also on site is a residential building, occupied under lease from San Joaquin <br /> County. Domestic water for the residence is provided by a well near that residence. <br /> There are no residences within 1000 feet of the landfill. <br /> 14. The active life of the facility is estimated to be 32 years,based on current disposal rates <br /> and capacities. The total capacity of the landfill is 16.2 million cubic yards. The <br /> estimated service life will change if disposal rates differ significantly than those <br /> predicted. <br /> 15. The Discharger proposes to place and maintain soil as a partial cover, in addition to <br /> intermediate(interim) cover, on the side slopes and top of the inactive portions of the <br /> Unit during the estimated 32-year lifespan prior to final closure. Surfaces that have <br /> reached final elevations or which are not at final elevations but which will not receive <br /> refuse within two years shall be maintained with the following soil cover thickness: <br />
