WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0219 -13- <br /> FOR COUNTY OF SAN JOAQUIN <br /> FOR CONSTRUCTION AND OPERATION OF NORTH COUNTY RECYCLING <br /> CENTER AND SANITARY LANDFILL FACILITY, <br /> SAN JOAQUIN COUNTY <br /> B. DISCHARGE SPECIFICATIONS <br /> 1. Nonhazardous wastes shall be discharged to a Unit equipped with a composite liner <br /> containment system,which meets the requirements for both liners and leachate <br /> collection, and removal systems specified under D. Construction Specifications. <br /> 2. The waste discharged to the initial two feet of all new waste management units or any <br /> expansion of the existing waste management unit, as measured from the top of the <br /> operations layer of the liner system, shall consist only of"packer waste,"waste <br /> delivered in trailers from waste transfer stations, or other waste that is free of objects <br /> excluding that would pose a danger of physical damage to the liner system. <br /> 3. The discharge shall remain within the designated disposal area at all times. <br /> 4. Landfill leachate and/or gas condensate fluids derived from the North County Landfill's <br /> collection and containment systems shall be discharged to a Unit equipped with a <br /> composite liner containment system which meets the requirements for both liners and <br /> leachate collection and removal systems under D. Construction Specifications. <br /> Therefore,Module 1&2 is restricted from receiving these fluids. <br /> 5. The depth of fluid over any portion of the leachate collection and removal system shall <br /> not exceed 30 cm(-1 foot). The leachate collection sump may be designed to include a <br /> small limited area for the leachate removal pump where the fluid depth may exceed 30 <br /> cm. The leachate removal pump sump can be no larger or contain a fluid depth greater <br /> than the minimum needed for efficient pump operation. <br /> C. FACILITY SPECIFICATIONS <br /> 1. The Discharger shall, in a timely manner,remove and relocate any wastes discharged at <br /> this facility in violation of this Order. <br /> 2. The Discharger shall immediately notify the Board of any flooding, unpermitted <br /> discharge of waste off-site, equipment failure, slope failure, or other change in site <br /> conditions that could impair the integrity of waste or leachate containment facilities or <br /> precipitation and drainage control structures. <br /> 3. Water used for facility maintenance shall be limited to the minimum amount necessary <br /> for dust control and construction. <br /> 4. The Discharger shall maintain in good working order any facility, control system, or <br /> monitoring device installed to achieve compliance with the waste discharge <br /> requirements. <br />
