WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0219 -17- <br /> FOR COUNTY OF SAN JOAQUIN <br /> FOR CONSTRUCTION AND OPERATION OF NORTH COUNTY RECYCLING <br /> CENTER AND SANITARY LANDFILL FACILITY, <br /> SAN JOAQUIN COUNTY <br /> approval. The report shall be certified by a registered civil engineer or a certified <br /> engineering geologist. It shall contain sufficient information and test results to verify <br /> that construction was in accordance with the design plans and specifications, and with <br /> the prescriptive standards and performance goals of Title 27. <br /> 7. A third party independent of both the Discharger and the construction contractor shall <br /> perform all of the construction quality assurance monitoring and testing during the <br /> construction of a liner system. <br /> 8. If monitoring reveals substantial or progressive increases of leachate generation above <br /> the design leachate flow by the Unit or portion of the Unit, such that the depth of fluid <br /> on any portion of the LCRS (excluding the leachate removal pump sump) exceeds 30 <br /> cm, the Discharger shall immediately notify the Board in writing within seven days. <br /> The notification shall include a timetable for remedial or corrective action necessary to <br /> achieve compliance with the leachate depth limitation. <br /> 9. Closure shall proceed only after adoption of closure waste discharge requirements. <br /> 10. Background monitoring points for the unsaturated zone shall be installed at a <br /> background plot having soil characteristics similar to those of the soil underlying the <br /> Unit. <br /> E. DETECTION MONITORING SPECIFICATIONS <br /> 1. The Discharger shall submit for Executive Officer review and approval a groundwater <br /> detection-monitoring program demonstrating compliance with Title 27 for any Unit <br /> expansion. <br /> 2. The Discharger shall comply with the detection monitoring program provisions of <br /> Title 27 for groundwater, surface water, and the unsaturated zone, and in accordance <br /> with Monitoring and Reporting Program No. R5-2002-0219. A detection-monitoring <br /> program for a new Unit shall be installed,operational, and one year of monitoring data <br /> collected prior to the discharge of wastes [27 CCR §20415(e)(6)]. <br /> 3. The Discharger shall provide Board staff a minimum of one week notification prior to <br /> commencing any field activities related to the installation,repair, or abandonment of <br /> monitoring devices, and a minimum 48 hour notification prior to the collection of <br /> samples associated with a detection monitoring program, evaluation monitoring <br /> program, or corrective action program. <br /> 4. The Discharger shall comply with the Water Quality Protection Standard as specified in <br /> this Order,Monitoring and Reporting Program No. R5-2002-0219, and the Standard <br /> Provisions and Reporting Requirements, dated April 2000. <br />
