5.2.3 Precipitation
The facility receives an average of 17.5 inches of precipitation per year as shown in the isohyetal
map (Plate 7). Data from the Western Regional Climate Center (WRCC) was checked to
confirm the 1973 number is still valid. The WRCC provided monthly mean precipitation data
from 1948 to 2004. The closest station to the site was in Lodi, California. For Lodi the mean
annual precipitation was 17.57 inches, which ranged from 0.03 inches in September to 3.45
inches in January.
5.2.4 Design Storm
The requirements for the design storm for the landfill are identified in the waste discharge
requirements in Appendix A. The Class III waste management unit has been designed based on
the 100-year 24-hour precipitation event, which is a total 3.65 inches of precipitation (California
Department of Water Resources, Oakdale Woodward Dam).
5.2.4.1 Evaporation
Thean evaporation for the site was obtained from the Western Regional Climate Center. The
P p
mean annual pan evaporation for Lodi measured from 1948 to 2002 was 64.92 inches. The mean
monthly evaporation ranged between 0.06 inches in December and 10.60 inches in July. These
values can be adjusted by multiplying by 0.7 or 0.8 to more closely estimate the evaporation
from large bodies of water such as ponds and lakes.
5.2.5 Runoff Volume/Pattem
The primary path for water entering the site is from a tributary of South Paddy Creek east of the
site. Water entering from this source is diverted into the wetlands on the north end of the site
(see Plate 2).
The NCRC&SL utilizes several facilities to control run-on and runoff. A perimeter berm around
the waste management unit intercepts run-on to the landfill. This perimeter berm, along with a
series of ditches, also controls all surface runoff during storm events, and directs surface runoff
from the landfill to a retention basin on the east side of the site.
North County RC&SL Page 18 of 48 Public Works/Solid Waste
JTD County of San Joaquin—November 30,2004
