1.01 PURPOSE
The purpose of this work plan is to present the procedures to install Perimeter LFG Migration
Monitoring Wells at the North County Recycling Center and Sanitary Landfill (NCRCSL).
The purpose of the work is to provide shallow (10 feet deep) subsurface migration monitoring on
the eastern side of the landfill property where seasonal saturation reduces the availability of the
shallow probe of monitoring well SG -16.
1.02 SITE DESCRIPTION
The NCRCSL is located at 17720 East Harney Lane, approximately nine miles east of Lodi. Land
uses within 1,000 feet of the facility are primarily agricultural, residential, and livestock grazing.
The NCRCSL is a single solid waste management unit, designated Class III, accepting non-
hazardous municipal solid waste and inert waste.
1.03 REASON FOR INSTALLING NEW PERIMETER MONITORING WELLS
Difficulty in taking a measurement at the shallow probe of perimeter migration monitoring well
SG -16 is apparently due to saturated soils in the that probes sampling interval (to a depth of 10
feet). This saturation is apparently caused by the seasonal water flow in the creek immediately
south of that well (Figure 1). Although soil saturation prevents offsite migration, our investigation
indicates that this condition may be local, and that soil north and south of the creek may not be
saturated.
The intermediate and deep probes (monitoring to a depth of 80) appear to function properly.
Data from these probes and from the other 19 migration monitoring wells indicate that our
monitoring perimeter is free of combustible gas. Land use within several thousand feet of our
property boundary is agricultural.
The new wells will be located north and south of well SG -16, near the property boundary
Distances between these wells and wells installed in 2009 are less than 1000 feet (Figure 1).
 us EMORT=i11
Installation of these wells is tentatively scheduled for April 26, in conjunction with the re -drill and
installation of groundwater monitoring well G-1, the permit for which has been granted by EHD.
Installation of the two shallow probe wells is conditional upon receipt of a drilling permit and
acceptance of this Work Plan by EHD for those wells.
Work Plan
SG -16 Shallow Replacement Wells San Joaquin County
North County Sanitary Landfill Page 1 of 5 Public Works Department
Solid Waste Division
