HAZELTON AVENUE STOCKTON, CALIFORNIA 95201 (209) 468-3000 FAX (209) 468-2999 . www.sjgov.org/pubworks SUBJECT: WINTERIZATION PLAN 2011-2012 NORTH COUNTY RECYCLING CENTER AND SANITARY LANDFILL Dear Mr. McClellon: Please consider this submittal of the Winterization Plan for the North County Recycling Center and Sanitary Landfill addressing the winter of 2011-2012. Items planned for installation and improvement include: 1. Installing an outfall pipe in the drainage swale at the northwest corner of Module 1 (Figure 1). This will allow us to control the discharge of water from our site and to ensure we take a sample of that water in accordance with NPDES permit requirements. 2. Replacing the straw bales along the western drainage swale to maximize siltation in the storm water. 3. Installing a small berm between the landfill and the neighboring property to the west to minimize mingling of storm water between the two properties. 4. Adding drainage berms and pipes to drain the landfill surfaces constructed this last year, and maintaining most downcomer pipes in place. 5. Placing seed, fertilizer, and anti -erosion mat on the surface of Module 1 that has reached final grade since last year. 6. Improving access to the perimeter migration monitoring wells on the northern monitoring perimeter (Figures 2 and 3). 7. Adding steps to facilitate access to perimeter monitoring well SG -3 and -11. 8. Improving the landfill access road east of the MRF. 9. Other improvements as the need arises. Many of these items are under way at this time.
