HAZELTON AVENUE <br />STOCKTON, CALIFORNIA 95201 <br />(209) 468-3000 FAX (209) 468-2999 <br />. www.sjgov.org/pubworks <br />SUBJECT: WINTERIZATION PLAN 2011-2012 <br />NORTH COUNTY RECYCLING CENTER AND SANITARY LANDFILL <br />Dear Mr. McClellon: <br />Please consider this submittal of the Winterization Plan for the North County Recycling Center <br />and Sanitary Landfill addressing the winter of 2011-2012. <br />Items planned for installation and improvement include: <br />1. Installing an outfall pipe in the drainage swale at the northwest corner of Module 1 <br />(Figure 1). This will allow us to control the discharge of water from our site and to <br />ensure we take a sample of that water in accordance with NPDES permit requirements. <br />2. Replacing the straw bales along the western drainage swale to maximize siltation in the <br />storm water. <br />3. Installing a small berm between the landfill and the neighboring property to the west to <br />minimize mingling of storm water between the two properties. <br />4. Adding drainage berms and pipes to drain the landfill surfaces constructed this last year, <br />and maintaining most downcomer pipes in place. <br />5. Placing seed, fertilizer, and anti -erosion mat on the surface of Module 1 that has <br />reached final grade since last year. <br />6. Improving access to the perimeter migration monitoring wells on the northern monitoring <br />perimeter (Figures 2 and 3). <br />7. Adding steps to facilitate access to perimeter monitoring well SG -3 and -11. <br />8. Improving the landfill access road east of the MRF. <br />9. Other improvements as the need arises. <br />Many of these items are under way at this time. <br />
