I could not see people working at the active face at all due to <br />darkness/fogginess. As I mentioned in my inspection report, lights on or from vehicles, without other sources of <br />light at the working face, are not adequate. Nobody working at that date at the NCRC&SL even mentioned that <br />your portable light tower was down for repairs when I raised that question. In cases like that operator should <br />provide additional portable light tower or other sources of light to provide safe work place for the employees.
