E <br />CalRecycle <br />- IDisposal Facility Inspection Report (52) <br />S1N15 Facility File Number (99-xx-9999) Inspection Date Program Code <br />39 -AA -0022 3/3/2010 CalRecycle Focused <br />Time In <br />Time Out <br />Inspection Time <br />Facility Name Received By <br />North County Landfill Sent to: Jperez@sjgov.org <br />Facility Location Owner Name <br />17900 East Harney Lane <br />Inspector - °Also Present (Name) <br />Tadese Gebrehawariat Isee Listing Below <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 300E THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALI FORNIA CODE OF REGULATION S(CCR) <br />X No Violations or Areas of Concern <br />N I A I Regulations <br />Inspection Report Comments: <br />Pursuant to the Public Resources Code (PRC), Section 44009, staff of the California Department of Resources, Recycling and Recovery (DRRR) <br />conducted a pre -permit inspection at the North County Landfill with the LEA. <br />Also present during the inspection were: Mr. Kevin Taylor — DRRR, Ms. Natalia Sabbotnikova - San Joaquin County LEA, and Mr. Felipe Maldonado — <br />Site Operations Foreman. <br />- The region was experiencing heavy rainfall event at the time of the inspection. Although water was everywhere, the roads to the disposal area were <br />driveable. The deck at the work face area was in fairly good condition and the refuse trucks didn't seem to have problem drying in and out. Traffic <br />control at the work face was good. There was a pool of water at the toe of the fill, which the operations foreman stated was from the morning rains. <br />The foreman also stated that when the refuse trucks unload and leave the area, the employees would grade the area to drain the water. In the area, <br />litter fences were strategically placed to caputre windblown litter and employees were observed cleaning litter in and around the work face area. <br />- Operation was proceeding well, despite the heavy rains. At the work face, the compaction of the refuse appeared good. The operations foreman <br />stated that they had used tarps to cover the compacted refuse at the end of the previous day's operation. They were using propane fired cannons for <br />bird control measure at the site. The operations foreman also showed us a new bird control measure, called birdgard, which they had obtained and <br />were setting up for use. Operations at the materials recovery facility and green materials chipping and grinding location were good at the time of the <br />inspection. <br />- The fill slopes and decks appeared good at the time of the inspection. There was only one area at the south east corner, where apparently minor <br />erosion occurred. The area was covered with plastic sheeting and weighted to prevent further erosion of the cover material in the area. The <br />operations foreman stated that waste was not exposed, and that repairs will be made as soon as the weather improves and they can bring heavy <br />equipment to the area. <br />- DRRR staff and the LEA reviewed all disposal site and MSWLF Unit records at the site and at the operator's offices, located in the City of Stockton. <br />All required records were in place, as approved by the LEA. The weight and/or volume records indicated that the levels of the daily waste receipts <br />were within the permitted limits. In January 2010, the highest daily tonnage was 627.90 tons (on 1/15/10) and in February, the high daily tonnage was <br />564.08 tons (on 2/26/10). Currently, the facility is permitted to receive up to 825 tons of refuse per day. <br />- Monitoring for methane gas levels at the landfill perimeter LFG monitoring probes was not conducted at the time of this inspection. The access roads <br />to the probes were too wet to drive on at the time of the inspection. DRRR staff and the LEA were informed that the operator will conduct their <br />quarterly monitoring of the probes during the month of March 2010 and the results will be forwarded to the LEA. <br />
