CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />ORDER NO. R5-2010-0016 <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />CONSTRUCTION, OPERATION, AND DETECTION MONITORING <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />CLASS III LANDFILL <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br />Board) finds that: <br />1. The San Joaquin County Department of Public Works (hereafter "Discharger") <br />owns and operates the North County Landfill, an active, Class III Municipal Solid <br />Waste (MSW) landfill in northeastern San Joaquin County. The landfill is on East <br />Harney Lane near Atkins Road, approximately nine miles east of Lodi, as shown in <br />Attachment A, which is incorporated herein and made part of this Order. The <br />landfill is on a 320 -acre site in Section 21, T3N, R8E, MDB&M, corresponding to <br />is Assessor Parcel Numbers 065-120-02, 065-120-03, 065-120-08, and 065-120-09. <br />2. On 26 September 2008, the Discharger submitted an Amended Joint Technical <br />Document (JTD) describing significant changes at the facility since 2002, and <br />future construction plans, as follows: <br />a. Construction of compositely -lined disposal module M-4; <br />b. Installation of landfill gas (LFG) controls; <br />c. A proposal to accept treated wood waste; <br />d. Plans for vertical expansion of the landfill, including geotechnical review of <br />landfill design; <br />e. Revised Preliminary Closure and Post -Closure Maintenance Plan <br />(PCP/PCMP); and <br />f. Proposed Solid Waste Facilities Permit revisions. <br />These revised waste discharge requirements (WDRs) include updated findings and <br />requirements for the facility based on information in the amended JTD and in <br />accordance with California Code of Regulations (CCR), title 27, division 2 (Title 27) <br />regulations. Previous WDRs Order R5-2002-0219 therefore no longer adequately <br />regulates the facility. <br />3. The landfill has been in operation since 1991, accepting primarily household and <br />commercial wastes from the City of Lodi and surrounding areas. The facility <br />includes a 185 -acre landfill unit and associated precipitation and drainage controls; <br />monitoring systems; LFG extraction facilities; access roads; office and <br />U <br />
