WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -29- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br />accordance with the design plans and specifications, and with the prescriptive <br />standards and performance goals of Title 27. A registered civil engineer or a <br />certified engineering geologist shall certify the report. <br />9. A third party independent of both the Discharger and the construction <br />contractor shall perform all of the CQA monitoring and testing during the <br />construction of a liner system. <br />10. Any proposal for final cover included in the FCP shall meet the requirements of <br />Title 27 and Subtitle D, including the requirement that that the permeability of <br />the LHC layer be no greater than that of the base liner or underlying natural <br />geologic materials (whichever is less) in order to prevent a "bathtub effect'. <br />See Section 21090(a)(2), Title 27; Section 258.60(a)(1), Subtitle D. <br />11. Closure or partial closure of the unit shall proceed only after submission of a <br />FCP meeting the requirements of Title 27 to, and adoption of closure WDR by, <br />the Regional Water Board. <br />12. LFG extraction facilities necessary to control LFG shall be installed as each <br />new module is constructed and developed. New modules shall be tied into the <br />existing LFG extraction system in order to help control LFG. <br />E. MONITORING SPECIFICATIONS <br />The Discharger shall comply with the background and detection monitoring <br />program provisions of Title 27 for groundwater, surface water, and the <br />unsaturated zone, and in accordance with MRP No. R5-2010-0016. <br />Background monitoring shall be conducted for the purpose of establishing and <br />updating concentration limits as part of the Water Quality Protection Standard <br />(WQPS) per Title 27 Section 20400(a). Detection monitoring shall be <br />conducted for the purpose of detecting a release from the unit (or from <br />individual modules in the unit) per Section 20420. <br />2. In the event of a release from the unit, the Discharger shall comply with the <br />evaluation and corrective action monitoring provisions of Title 27 and MRP No. <br />R5-2010-0016. Evaluation monitoring shall be conducted for the purpose of <br />assessing the nature and extent of the release and designing corrective action <br />measures. Corrective action monitoring shall be conducted for, and for <br />assessing the progress of corrective action in returning to compliance with the <br />WQPS (Title 27 Section 20430(d)). <br />3. The Discharger shall provide Board staff a minimum of one week notification <br />prior to commencing any field activities related to the installation, repair, or <br />abandonment of monitoring devices, and a minimum 48 hour notification prior <br />
