WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2010-0016 -42- <br />SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br />NORTH COUNTY LANDFILL <br />SAN JOAQUIN COUNTY <br />By 30 November 2010 and every five years thereafter (or earlier if requested <br />by the Executive Officer), the Discharger shall also submit for the Executive <br />Officer's review and approval a report as to the status of required F/As. The <br />report shall identify the following: <br />a. Required F/As for the facility, including type and current amount; <br />b. F/A instrument(s) or mechanism(s) provided to satisfy the required F/As; <br />c. Validity and ongoing viability of instruments)/mechanism(s) in DA.b, <br />including any needed changes. <br />12. By 31 July 2012, the Discharger shall submit, for the Executive Officer's <br />approval, an updated Water Quality Protection Standard (WQPS) Report for, <br />each monitored media under this Order (i.e., unsaturated zone, groundwater, <br />and surface water). The report shall include updated Constituents of Concern, <br />Concentration Limits, Monitoring Points, Points of Compliance, and <br />Compliance Periods, consistent with the requirements of this Order, including <br />MRP Section C. <br />13. The fact that it would have been necessary to halt or reduce the permitted <br />activity in order to maintain compliance with this Order shall not be regarded <br />as a defense for the Discharger's violations of the Order. <br />14. The Discharger shall take all reasonable steps to minimize any adverse impact <br />to the waters of the State resulting from noncompliance with this Order. Such <br />steps shall include accelerated or additional monitoring as necessary to <br />determine the nature, extent, and impact of the noncompliance. <br />15.
