8. Drainage within the facility is contained on site and/or discharged off-site in <br />accordance with applicable stormwater regulations. The County intends to discharge <br />runoff off-site at the three pre -project locations (Drawing 1). <br />9. Maximum refuse fill depths over LCRS piping within the Modules are as follows: <br />Module Maximum Refuse Fill Depth Maximum Elevation Allowed <br />Over Module Base (Approximate - msl) <br />Module 1 136 ft 235 ft <br />(Previously designated "1&2") <br />Module 3 166 ft 230 ft <br />Module 4 228 ft 300 ft <br />Modules 5 -11 254 ft 320 ft <br />2.5.3 Interim Development <br />The existing access road, entrance facilities, and central access corridor to the module areas will <br />be retained for sequential excavation, base liner development, and waste fill operations within <br />remaining Modules 5 through 10. The final access road will be constructed up the northerly face <br />and across the top deck of Module 1 to allow refuse vehicle access to upper areas of Modules 10 <br />and 11 near the completion of landfill operations at NCRCSL. <br />Soils will be excavated as needed for landfill operations, in sequence from Module areas <br />5 through 11. In general, each module area will be excavated to approximate base grade by the <br />removal of soil for daily and intermediate soil cover needs, in advance of the need to construct <br />the next base liner area for additional lined disposal capacity. The Excavation Plan provides <br />about 7,963,000 cubic yards of soil, which is more than adequate for the development, operation, <br />and closure of the proposed vertical expansion of the landfill (Table 1). <br />The existing central access corridor will be extended south with ramps down to the base of each <br />module area for initial equipment access and separate, but parallel, refuse vehicle access. After <br />each lined area is developed and filled above original ground level, access roads will be extended <br />up the interior slopes of the refuse fill to upper fill elevations (Drawing 2). <br />To facilitate construction, operation, and closure of the final landfill area, soils excavated from <br />Modules will be stockpiled at a location that facilitates use during closure. At this time, the <br />County contemplates acquiring access to a portion of the property immediately to the east of the <br />site, although the land owner has not been contacted at this time.
