C Preliminary Closure Cost Estimate (continued) LFG MONITORING AND CONTROL SYSTEMS 8.0 Assume three replacement LFG migration monitoring wells will be installed. Each will consist of 3 probes. Existing LFG multi probe depth 70 feet, at $150/ft (UCB unit cost) = $10,500 per replacement. 9.1 Disabling and rebuilding LFG emission control system; Repair of above -ground field components at 30% of original cost. (See Page D-5). Cost estimates provided in sheet D-5 remain valid. 9.2 A portion of the above -ground LFG emission control system components will be replaced during closure; Replacement at 15% of original cost. (See Page D-5). Cost estimates provided in sheet D-5 remain valid. GROUNDWATER MONITORING SYSTEM 10.0 Assume two new groundwater monitoring wells will be installed. In addition, this cost should cover repairs to all of the wells at closure. Well replacement at $75/ft UCB unit cost, for 140 foot depth = $10,500. DRAINAGE SYSTEM 11.0 The in place storm drain piping, assessed to consist of about 5,000 linear feet of 18 -inch to 42 -inch diameter piping with bench inlets, will be protected in place and/or salvaged and relayed during final cover placement, estimated unit cost of $25 per liner foot. Unit UCB to install 18 -inch CMP is $70/LF; 36 -inch CMP is $103/LF, both for limited quantities. The allowance of $25/LF to protect in place, and allow for some salvage and relay remains valid. SECURITY INSTALLATION 12.0 Fencing will be placed around the entire site as it is developed. The cost for closure includes approximately 2,500 feet of fencing replacement with a locked access gate. Use $35/LF; UCB unit cost is $25/1-F. STRUCTURAL REMOVAL 13.0 Structures to be removed include the scalehouse, office and maintenance buildings, 43,210 SF (based on 1990 PCPC Plan). Demolition cost assumes buildings on 4" concrete slab (R S Means, 2004; adjusted for inflation). Costing at $4.50/SF remains valid. DECOMMISSION OF ENVIRONMENTAL MONITORING I CONTROL SYSTEMS 14.0 Decommissioning of the internal soil gas wells will be included in module development costs. SURVEY MONUMENTS 15.0 Install a maximum of four survey monuments on final cover; only two required by regulations, costing adequate. PROFESSIONAL SERVICES 16.0 Prepare FC and PCP for agency approval. Price based on Shaw experience. 17.0 Prepare closure construction drawings, specifications, and contract documents. Price based on Shaw experience. 18.0 Assume aerial topographical survey with 2 -foot intervals. Cost based on 2007 topographic survey for the site at $18,000. 19.0 Assume 5% of the final cover installation. CONTINGENCY Title 27 Section 21820 requires that costs be increased by 20% to account for cost over -runs.
