The conversion factor <br />from tons to gate cubic yards is .175 tons per cubic yard. <br />F. The landfill will be constructed by the ramp -area method. The site will <br />be divided into modules to facilitate efficient excavation, access, and <br />drainage. Landfill operations will proceed in numerical order by module. <br />Excavation will proceed one module ahead of refuse -fill. There are a <br />total of 11 modules. <br />Refuse fill will be placed in lifts 6 to 10 feet thick, with perimeter slopes <br />vertical to horizontal ratio of 3:1 or less. Refuse will be spread and <br />compacted in layers 2 feet thick on a sloped working face. Large or <br />bulky wastes will be separated to prevent bridging of the surrounding <br />refuse, placed in the lower portion of the advancing lift, and crushed by <br />compacting equipment. An all weather road will be constructed from the <br />access road across the surface at the existing refuse fill to the active <br />working face. Temporary berms will be constructed where needed to <br />intercept and divert surface runoff water away from the active working <br />face. <br />G. Vehicles that contain recyclable waste will proceed to the Recyling <br />Center Building. Both public and commercial waste are dumped onto a <br />common tipping floor where waste material is manually or mechanically <br />sorted out. Recyclable materials are separated, consolidated, and placed. <br />in bins. When the bins are full, they are transported to market. <br />The Household Hazardous Waste (HHW) recycling program will utilize an <br />area within the Recycling Center Building to collect four specific wastes: <br />used motor oil, used antifreeze, used batteries, and paint. These <br />recyclable HHW will be dropped off in the public tipping area and placed <br />inappropriate receptables. Workers will bulk the used oils and antifreeze <br />into double -walled, above -ground collection tanks for periodic <br />collection. Used batteries will be collected on pallets with spillage <br />containment trays. A local battery company will pickup the batteries <br />on a regular basis. Periodically, collected paint will be bulked into 55 - <br />gallon drums and then be transported to a paint manufacturer. <br />Household Hazardous Wastes shall be handled in a manner approved by <br />the LEA and the CIWMB. <br />H. -The waste load checking program should consist of the following <br />activities: Inspection of random in -coming loads; regularvisual inspection <br />of the wastes deposited at the at the facility; training of facility personnel <br />in hazardous waste recognition and proper hazardous waste handling <br />procedures; reporting incidents of unlawful disposal to specific agencies. <br />
