0 5 FACILITIES CONSTRUCTION AND DESIGN <br />5.1 INTRODUCTION <br />A registered civil engineer prepared the original design of the facility, and will prepare plans for <br />landfill expansion and construction in accordance with applicable regulations. <br />San Joaquin County submits engineering designs and plans for each extension of liner (module) <br />to the regulatory agencies for their review and approval prior to construction. The design of future <br />modules will comply with Title 27 and Subtitle D construction and design standards, or other <br />regulatory standards in force at that time. A CQA plan will be submitted for regulator review prior <br />to each module's construction, and the approved Plan employed during construction. <br />The designs of Modules 1, 3, and 4 and future Module 5 was the design responsibility of Mr. <br />Frederick Cope, PE. Future designs will also be prepared under the direction of a registered civil <br />engineer. In future designs, advice may be solicited from experts in other areas such as geology, <br />hydrogeology, chemistry, and landscape. <br />Module designs are based on the current and planned disposal rates and practices, and <br />accommodate the physical setting of the site (climate factors, soils, drainage, etc.). Estimates of <br />waste volumes from the landfill service area influence module size and construction schedule. <br />Climate is considered in drainage design Section 5.5). Soil engineering properties and availability <br />is considered in excavation plans and slope stability calculations (Appendix B).
