6.1.3 Site Security and Access
The landfill site is secured by a barbed wire or chain link perimeter fence and a main entrance
gate at the north side of the facility. This gate is locked when the site is not attended. The
Employee/Maintenance, recycling center, scalehouse, and pumphouse are equipped with alarm
systems including burglar and fire alarms. If an alarm is tripped, a contracted alarm company
(presently Alamo Alarm) receives the notification. Other security firms, or other security
arrangements, may be used in the future at the County's discretion.
The contract alarm company responds to a fire alarm by calling the Linden Fire Department and
the County. In the event of a burglar alarm, Alamo calls the sheriff and the County. The County
has supplied Alamo with a County list of County personnel and contact numbers. The personnel
are called in the order that they are listed on the organization chart.
Access to the site is along the paved entrance road shown on the Site Plan (Plate 2).
Security within the Recycling Center also includes monitoring by video cameras focused on
40 strategic locations.
6.1.4 Ancillary and Other Site Facilities
Ancillary and other site facilities include the Recycling Center, the administration offices, pump
house and water tank, and wood waste processing facility (Plate 2). An access road extends to
the fill areas. A perimeter road extends to all monitoring facilities.
6.1.5 Sanitary Facilities
Permanent restrooms are located in the Employee/Maintenance Building and in the scale house.
The restrooms in the Employee/Maintenance Building are equipped with sinks and showers. The
restroom in the scale house is equipped with a sink. The wastewater from the permanent
restrooms is discharged into an on-site septic tank, from which it flows to a septic field (Plate 2).
In addition, there are several portable toilets located throughout the site for use by employees,
contractors, and the public.
North County RC&SL Page 33 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
