0
7.7 VOLUME REDUCTION WITHIN THE RECYCLING CENTER
A sheep's -foot compactor rolls over waste materials in the recycling center to reduce the volume
of the waste. This material is then delivered to the landfill's active face for disposal.
The compactor is operated near the middle of the tipping floor. Personnel operating a front-end
loader on the tipping floor push bulky refuse from both the general public side and the commercial
side to the middle of the tipping floor. The compactor spreads the refuse in lifts of two feet or less
and passes over it several times. Once the refuse is crushed, the refuse is removed from the
Recycling Center and delivered to the active landfill face for disposal.
The following measures are taken while using the compactor, in addition to routine safety
measures:
• Only qualified trained personnel will operate the compactor.
• Compactor will operate on the east side of a line of cement K -Rails placed north to south
within the Recycling Center.
• The compactor will be operated after the Recycling Center tipping floor is cleared of other
personnel.
• Radio communication is maintained at all times between the compactor operator and other
personnel in the Recycling Center by walkie-talkie and visual communication.
• Compactor operators will be vigilante for cylinders, propane tanks, televisions, computer
monitors and these items will be pulled out and not pushed with the refuse being "fed" to the
compactor.
• The compactor is equipped with an audible back up alarm and working lights.
• In the event of an explosion because of the compactor running over refuse, on-site staff will
take appropriate action by isolating the area and contacting the appropriate emergency
agencies (i.e. County Office of Emergency Services, County Environmental Health
Department, and local Fire Department).
Baling equipment is not used in the Recycling Center at this time. However, such equipment may
be added if beneficial.
0
North County RC&SL
Joint Technical Document
Page 63 of 69 Public Works/Solid Waste
County of San Joaquin — February 10, 2010
