I see that it is going to be an extended period of time to make a more permanent repair. <br />Because of the extended time frame the area will require monitoring and repairing as needed. My suggestion that <br />your agency develop a plan for monitoring and repair of the area along with a log documenting the repairs. The log <br />can be viewed by my staff during a routine inspection. I was hoping to see something by now. I know that you are <br />busy, but this item has been carried on an OIR for a while. If the EHD has an approved plan. The issue can be carried <br />as a note and not an Area of Concern or Violation. If you have any questions please let me know. My original <br />thought was to repair the pad as part of the expansion project; however, after seeing the cost estimate which was <br />over $200k, we've decided against it. As you know we are going to spend $8.8 Million to expand North County and <br />Foothill since both landfills are running out of capacity. We have to take money out of the Solid Waste Reserves <br />Fund for these projects, and it will take a few years to build back up our reserves for future projects. <br />The pad project will have to be on hold probably until FY2016-2017. <br />In the meantime, we will maintain the pad as best as we can. I am working with Bill to come up with a "Maintenance <br />Plan" for the green <br />waste area. We are going to patch the big depression (photos attached) <br />that was mentioned in Natalia's inspection report. The work will be done by West Coast Backhoe in the next 2 <br />weeks. <br />
