I see that it is going to be an extended period of time to make a more permanent repair. Because of the extended time frame the area will require monitoring and repairing as needed. My suggestion that your agency develop a plan for monitoring and repair of the area along with a log documenting the repairs. The log can be viewed by my staff during a routine inspection. I was hoping to see something by now. I know that you are busy, but this item has been carried on an OIR for a while. If the EHD has an approved plan. The issue can be carried as a note and not an Area of Concern or Violation. If you have any questions please let me know. My original thought was to repair the pad as part of the expansion project; however, after seeing the cost estimate which was over $200k, we've decided against it. As you know we are going to spend $8.8 Million to expand North County and Foothill since both landfills are running out of capacity. We have to take money out of the Solid Waste Reserves Fund for these projects, and it will take a few years to build back up our reserves for future projects. The pad project will have to be on hold probably until FY2016-2017. In the meantime, we will maintain the pad as best as we can. I am working with Bill to come up with a "Maintenance Plan" for the green waste area. We are going to patch the big depression (photos attached) that was mentioned in Natalia's inspection report. The work will be done by West Coast Backhoe in the next 2 weeks.
