Hazelton Avenue <br /> Stockton, CA 95201 <br /> CONDITIONAL APPROVAL, REVIEW OF RESPONSE TO NOTICE OF VIOLATION AND <br /> WORK PLAN TO INSTALL TWO GROUNDWATER MONITORING WELLS, DEEPEN WELLS <br /> G-1A AND G-6, EVALUATE FUNCTIONALITY OF SUCTION LYSIMETERS, AND REVISE <br /> LYSIMETER SECTION OF THE SAMPLING AND ANALYSIS PLAN, NORTH COUNTY <br /> SANITARY LANDFILL, SAN JOAQUIN COUNTY <br /> The North County Sanitary Landfill (NCSL) is owned and operated by San Joaquin County <br /> (Discharger), and is regulated by Waste Discharge Requirements (WDRs) Order R5-2010-0016 <br /> for construction, operation, and monitoring of the Class III Landfill. Staff reviewed the 1st <br /> Semi-Annual 2015 Groundwater and Surface Water Monitoring Report for the North County <br /> Sanitary Landfill (NCSL), and issued an Notice of Violation (NOV) on 11 January 2016 requiring <br /> the NCSL to install 1)two groundwater monitoring wells in a north-northeast direction as Point <br /> of Compliance (POC) wells, 2) deepen wells GAA and G-6, 3) evaluate the suction lysimeters <br /> for functionality, and 4) revise the lysimeter section of the Sampling and Analysis Plan (SAP). <br /> The work plan submitted in accordance with the NOV addresses the four items listed above. <br /> Staff conditionally approves the work plan and provides the following comments to the work <br /> plan. <br /> a) The Discharger proposes to install two groundwater monitoring wells. One well is <br /> proposed immediately north of the waste management unit (WMU) and one well is <br /> proposed northeast of the WMU. Both wells are required to be installed and designated <br /> as POC wells. To approve the proposed well installation, the Discharger shall move the <br /> northern boundary well east approximately 200 feet and move the northeast well to the <br /> boundary of the WMU approximately 50 feet south of SG-5. <br /> b) The NOV required the Discharger deepen well G-1A and G-6 due to a decreasing water <br /> table condition beneath the site. The Discharger argues against deepening these wells <br /> based on their desire to wait for the full effects of the winter season to pass. However, <br /> the work plan does not propose any reasonable time frame for groundwater levels to <br /> rebound in the wells with the exception that flow direction may take a full hydrologic <br /> cycle to confirm. Staff is willing to allow the Discharger to collect groundwater levels <br /> during the winter and spring 2016, but in the event that the wells do not produce <br /> KARL E.
