a refuse worker to act as a load checker and visually monitor the <br /> unloading area. This load checker examines the contents of <br /> vehicles as they are unloaded, checking for unacceptable wastes . <br /> This person also records on a vehicle log (Exhibit 1 ) , the <br /> vehicle number of each vehicle and the name of the hauler, if the <br /> customer is a commercial hauler. <br /> The load checking program is designed to find prohibited waste <br /> before it is disposed and have the customer remove such waste <br /> from the site for proper disposal . Once prohibited wastes have <br /> been deposited at the site, the program will attempt to detect <br /> prohibited wastes in containers greater than five gallons in <br /> capacity or spills and provide for cleanup and ultimate disposal <br /> of these materials . <br /> The steps involved in the load checking program are summarized in <br /> the flow chart shown as Exhibit 2. These steps include both <br /> situations for which the prohibited waste is removed from the <br /> site when requested by the load checker and situations for which <br /> the County must perform ultimate disposal . The actions taxen <br /> upon the discovery of prohibited waste are as follows : <br /> A .
