FLINN
DEPUTY DIRECTOR
MANUEL LOPEZ
DEPUTY DIRECTOR
RICHARD C. PAYNE
DEPUTY DIRECTOR
Dear Mr. Colburn:
This letter is to acknowledge receipt of your letter of September,
28, 1990 in which you agreed to remove the waste material that
has been delivered to the Corral Hollow Sanitary Landfill on or
after September 10, 1990, if the material is found to not be
acceptable at Class III Sanitary Landfills.
I understand that you are in the process of performing studies
required by the Integrated Waste Management Board and the
Regional Water Quality Control Board for approval of celotex at
Class III Sanitary Landfills, and that you need additional time
to perform these tests.
I also reviewed a draft letter prepared by William J. Marshall,
Chief of Waste Discharge to Land Unit, California Regional Water
Quality Control Board - Central Valley Region. The draft
discusses the procedures required to determine whether or not the
material can be disposed of at the Corral Hollow Sanitary
Landfill. Also, you, Steven G. Halterbuam, from the Celotex
Corporation in Tracy,'and I met on October 2, 1990, to discuss
continued acceptance of the celotex waste at the landfill, your
letter of September 28th, and the draft memorandum of
September 28, 1990 by William"Marshall. At that meeting, I
discussed the following issues with you:
1. Celotex will be allowed to continue to -dispose of the
celotex waste at the Corral Hollow Landfill until
October 31, 1990, to allow time to complete the
required studies.' -However, such permission will be
immediately receded at the requirement of any of the
regulatory agencies involved.
