Cellular filling <br />of the last of these trenches is being done now. This involves <br />constructing lifts of waste with continual compaction during placement. <br />Six inches of cover soil are placed at the end of each day. <br />17. <br />The Discharger's current plans indicate that the existing landfill will <br />reach capacity, at the earliest, by January 1993. The total capacity <br />remaining in this landfill is approximately 798,000 cubic yards. <br />CEQ A CONSIDERATIONS AND OTHER LEGAL REFERENCES <br />18. <br />The action to revise WDRs for this landfill is exempt from the provisions <br />of the California Environmental Quality Act (Public Resources Code Section <br />21000, et seq.), in accordance with Title 14, CCR, Section 15301. <br />19. <br />The Water Quality Control Plan for the Sacramento River, Sacramento -San <br />Joaquin Delta, and San Joaquin River Basins (5A, 5B, 5C) was adopted on <br />25 July 1975. This Order implements the water quality objectives stated <br />in that Plan. Furthermore, this Order implements the prescriptive <br />standards and performance goals of Subchapter 15, effective 27 November <br />1984. <br />20. <br />All local agencies with jurisdiction to regulate land use, solid waste <br />disposal, air pollution, and to protect public health have approved the <br />use of this site for the discharges of waste to land stated herein. <br />21. <br />The Board has notified the Discharger and interested agencies and persons <br />of its intention to revise the WDRs for this facility. <br />22. <br />In a public hearing, the Board heard and considered all comments <br />pertaining to this facility and discharge. <br />IT IS <br />HEREBY ORDERED that Order No. 76-155 be rescinded and San Joaquin County <br />and <br />the City of Tracy, in order to meet the provisions of Division 7 of the <br />California <br />Water Code and the regulations adopted thereunder, shall comply with <br />the <br />following: <br />11 <br />n <br />
