If hazardous materials are detected, the area shall be isolated immediately with <br /> traffic cones or similar devices. The San Joaquin County Department of <br /> Environmental Health, (LEA), (209) 468-3400 shall be notified immediately. If the <br /> LEA determines it to be necessary the Department of Health Services shall be <br /> notified. <br /> The waste shall remain isolated and undisturbed until the LEA decides on a proper <br /> disposal method that is in accordance with State hazardous waste handling <br /> procedures. <br /> If the LEA determines that it is safe, an effort should be made to look for a name, <br /> address or phone number on or around the hazardous waste so that the disposer <br /> of the hazardous materials can be contacted, educated in proper disposal methods <br /> of hazardous wastes and billed for the removal of the wastes. <br /> The operator that discovers the wastes shall complete a full report that describes <br /> the type and quantity of hazardous waste found, the time and circumstances of the <br /> hazardous waste discovery, the isolation measures taken, any information that <br /> may identify the origin of the wastes and any other pertinent information. This <br /> report shall be completed when the hazardous waste is secured and submitted by <br /> the facility supervisor to the LEA within 24 hours. <br /> No hazardous waste will be stored at the facility for extended periods. The waste <br /> will be removed within 144 hours by a licensed hauler and disposed of in a proper <br /> location as determined by the LEA. <br /> PHASE III Random Load Checking <br /> The third phase of the hazardous waste screening program is a random load <br /> checking program. The load checking shall be conducted by an inspector trained <br /> in hazardous waste detection and handling. <br /> On a random basis, the trained inspector will select a load for inspection. The <br /> driver will be asked to unload the waste at a designate location. The driver will be <br /> instructed to pull forward while unloading, so that a long, narrow windrow is <br /> formed. The inspector will then sort through the windrow, using a rake or shovel. <br /> The material will be carefully observed for the presence of any prohibited wastes <br /> in the load. The methods by which the acceptability of wastes will be determined <br /> are described below. Observations will be recorded on the data sheet for the load. <br /> If necessary photographs and samples will be taken. <br /> The load-checking inspector will complete the load checking data sheet <br /> (Attachment 1), and along with the driver, sign the form. <br /> If hazardous or other unacceptable wastes are identified, the responsible party will <br /> be notified that the wastes must be removed from the facility premises and <br /> arrangements made for their proper disposal. <br /> 4 <br />
