of the parking spaces shall be consistent with the requirements of Chapter 9-1015 of the development Title. The spaces shall be installed prior to issuance of the Certificate of Occupancy for the new structures and shall be permanently paved with concrete or asphalt concrete and be delineated. Bumper guards shall be provided where necessary to protect structures or properties. There shall be no truck or automobile parking associated with the approved use on MacArthur Drive. (Development Title Section 9-1015(e)) 4. The number and location of handicapped parking spaces shall be consistent with Section 9-1015.10 of the Development Title. 5. Any proposed parking lot or security lighting shall be designed to confine direct rays to the premises. No spillover beyond the property line shall be permitted,except onto public thoroughfares,provided,however, that such fight shall not cause a hazard to motorists. Lighting details shall be shown on the Improvement Plan. (Development Title Section 9-1015.5((8)(4)) 6. Landscaping shall be installed in accordance with the approved Site Plan and Improvement Plan. Landscaping details shall be consistent with Chapter 9-1020 of the Development Title, be included on the Improvement Plan, and be installed prior to issuance of the Certificate of Occupancy for the office/maintenance building. 7. Litter shall be picked up on a daily basis on the project site and along the sites frontage on MacArthur Drive. Litter shall be picked up on surrounding properties as needed. 8. Except for the wood and yard waste composting operations,all waste handling and transfer operations shall take place within the approved transfer building. 9. All doors, windows, and unscreened openings at the transfer building shall remain closed unless in actual use. 10. All new cuts and fills shall be consistent with the geotechnical recommendations contained in Appendix F of the Final EIR. In areas where slopes are steeper than 2:1 the following mitigation measure shall be implemented: regrade slopes to 2:1 or flatter, or set back all improvements at least 30 feet from the top and bottom of slopes, or erect landslide debris barriers. Il. Construction of fills, foundations, slabs and roadways on-site shall be in accordance with the geotechnical recommendations contained in Appendix F of the Final EIR. 12. Placement of plastic sheeting, debris fences, silt fences and/or hay bales shall be utilized to protect disturbed surfaces during storms during construction activities. Following construction, all disturbed surfaces, especially slopes, shall be revegetated. 13. The area where the windows will be located for the outdoor wood and yard waste composting shall be paved. 14. Personnel working with the "load screening program" and on the "tipping floor" shall have 40 hours of OSHA training on spill containment, personal protective equipment, and the handling of recyclable household hazardous materials. 15. Any mitigation monitoring done by the Community Development Department shall be done on a time and materials basis paid for the applicant. 16.
