Date:
File: 2-89-CUP 3880 Holly Drive (APN 211-240-011)
Lead Agency: City of Tracy Community Development Department
Project Title: Tracy Delta Solid Waste Management Solid Waste
Transfer Station and Recycle Center
INTRODUCTION
This initial study consists of a proposal from Tracy Delta Disposal Service to construct and
operate a solid waste transfer station and recycle center to serve the City of Tracy and
surrounding unincorporated areas. Both commercial and public vehicles will utilize the
facility.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) REQUIREMENTS
This report consists of a detailed project description, description of the environmental
setting, discussion of eighteen major environmental attributes which could be affected by
the proposed development, and a discussion of the environmental evaluation.
Each of the eighteen major environmental attributes contains three sub-sections. The
purposes of the subsections are to:
1) Identify the specific environmental setting,
2) Delineate possible impacts within a checklist, and
3) Explain check list responses and indicate tentative measures to mitigate
potential impacts identified.
As such, this report conforms to the Initial Study guidelines of the California Environmental
Quality Act (CEQA), as adopted by the City of Tracy.
The Initial Study will serve as the basis for preparation of a Mitigated Negative Declaration
referencing those measures which must be included in the project, or agreed to by the
applicant, to warrant a finding of no significant adverse environmental impacts.
