e. A solid waste facility capacity component.
f. An education and public information component.
9- A funding component.
h. A special waste component.
i. A household hazardous waste component.
By January 1, 1991, each county must prepare a source reduction and recycling element
for its unincorporated area with the same components included in the city elements.
Each city and county plan must include an implementation schedule showing how it will
divert 25 percent of all solid waste from landfill or transformation facilities by January 1,
1995, through source reduction, recycling, and composting activities.
By January 1, 2000, the required diversion will be increased to 50 percent.
The proposed facility will help to provide the means for the City of Tracy, and the County
of San Joaquin to meet the conditions outlined above as mandated by AB 939.
SITE SELECTION
The transfer station location was selected after an analysis of potential sites within and
around the City of Tracy.
Initial criteria used by Tracy Delta Disposal to select the areas to be examined was as
follows:
1. The minimum area of the site should be 2.5 acres.
2. The area must be zoned for industrial uses.
3. There must be enough surrounding space for future expansion.
4. The location must be such that reasonable travel and easy access is
available for both the route trucks and the public.
Figure 1 shows the location of the areas investigated by Tracy Delta Disposal.
Area 1 - North of Interstate 205 between Tracy Boulevard and MacArthur Drive.
This area is properly zoned, is within the city limits, and has proper
designation in the general plan for a transfer station.
Interstate 205 serves as a buffer to the residential property to the south.
Specific location would depend on land availability.
3
