5) Maintenance of the site itself, including weekly washdowns of impervious <br /> surfaces and equipment. <br /> The first activity involves daily operation of three to four private residential, four industrial <br /> (roll off) and two commercial trucks and operation of the facility to handle private vehicles. <br /> The number of trucks would increase up to six residential, six industrial and four, <br /> commercial over a period of time in the future to handlethe dein city of tore <br /> Each residential and commercial truck picks up refuse from an assigned route <br /> and delivers to the site an average of 1.5 to 2 times per day. Figure 3 indicates the <br /> residential routes. Commercial and industrial routes vary as required by the needs of the <br /> generators. Trucks with routes in the industrial areas will deliver to the site an avera e <br /> of ten to 15 times per day. Nod compar ,,Qommercial haulers an <br /> to deliver refuse and debris to the site between (3fl A.M. and 4W" ; Company and <br /> non-company trucks will weigh in, and enter the transfer station from the north side. <br /> Private vehicles will have their loads checked by an attendant, and pay a per vehicle fee. <br /> All refuse from company and private trucks and vehicles, including construction debris box <br /> containers, will then be dumped directly onto the tipping floor of the transfer station where <br /> it will be crushed by a heavy equipment and pushed to top loading transfer trailers. The <br /> trailers will have on-board scales to facilitate weighing and ensure maximum allowable <br /> loads for transfer to the landfill. <br /> The second activity is the operation of the Cycling prograo Recycled materials will be <br /> delivered by the public, picked up at recycling centers located at shopping center sites, <br /> and picked up by the company at curbside or other locations within each neighborhood. <br /> On site separation of mixed refuse is not proposed except for the occasional removal of <br /> recyclable material if it is in a large quantity. Instead, the disposal company intends to rely <br /> on peripheral programs (e.g. white paper recycling, curbside recycling, shopping center <br /> recycling centers, public education and informational brochures, etc. on household <br /> hazardous materials and recycling) to encourage as much separation as possible before <br /> solid waste is picked up at individual sites. Individuals arriving at the site will drop off <br /> material inside the transfer station. An attendant will weigh the material and pay the <br /> customer in cash for the material received. Paper, plastic and cardboard will be baled <br /> and shipped off site. Aluminum cans will be crushed, and stored in 20 yard containers <br /> located outside the building. Glass will also be stored in 20 yard containers outside. <br /> Large metal items such as white goods will be separated and recycled. Wood will be <br /> crushed and shipped off site. Used oil will be received, stored and removed for recycling <br /> off-site. <br /> The third activity is household hazardous waste collection, storage and handling. On a <br /> quarterly basis (every three months), the company will sponsor on-site household <br /> hazardous waste collection. A chemist will be present on the premises to receive and <br /> identify potentially hazardous substances from residential sources (paint, solvents, oil, <br /> insecticides and herbicides, household cleaners, etc.). The chemist will personally direct <br /> company personnel in the labeling, packaging, (typically in drums) storage and <br /> transportation of identified material. Afterwards, the material will be taken to a hazardous <br /> waste disposal facility at Kettleman City or another approved site. This activity will be <br /> expanded to include identification and spot checks within each route. A hazardous waste <br /> load checking program will be implemented at the site (Appendix B). The site will accept <br /> no hazardous commercial or industrial waste. <br /> 8 <br />
