D. MAWARM <br /> Measures taken should be those described and recommended by the 1982 <br /> San Joaquin County Air Quality Plan. These measures include: <br /> 1 Encouragement and facilitation of alternative modes of transportation. <br /> The City is currently in the process of preparing a Master Bikeways <br /> Plan. Travel routes include in this plan are Holly Drive and Grant Line <br /> Road, two roadways serving the project area. (Section VI, Page 45, <br /> of the 1982 Air Quality Plan). <br /> 2. Assure orderly circulation and smooth movement of traffic. <br /> Improvements of streets and intersections serving the site including <br /> the Larch Road frontage and the intersection of Larch Road and Holly <br /> Drive will be provided. Also consideration for truck crossing warning <br /> indicators on the Holly Drive overcrossing are indicated; and the <br /> strategic placement of access driveways to minimize potential traffic <br /> conflict points created by the project will contribute toward attainment <br /> of this goal. (Section V1. Page 47, of the 1982 Air Quality Plan). <br /> 3. Site design features, including the arrangement of parking and <br /> driveway aisles, driveways and the location and spacing of buildings, <br /> which reduce the chance of concentrated idling of vehicles where <br /> localized concentrations of carbon monoxide levels can rise to <br /> potentially dangerous levels. <br /> Design of the parking areas and orientation of the buildings included in the <br /> project facilitate this objective. The proper location of ingress and egress <br /> poihts will minimize stationary vehicle idling, and minimize the accumulation <br /> of carbon monoxide emissions on the site. <br /> During construction, the transfer station may have the potential to emit dust <br /> particles to the atmosphere as soil is exposed and disturbed by construction <br /> vehicles and equipment. If this were to occur, most of the particles would <br /> settle on or immediately adjacent to the project site, but could cause a <br /> nuisance to neighboring land owners. To mitigate this, water trucks will be <br /> available during the construction period to keep dust to a minimum. After <br /> the construction period, there will be a net decrease in the potential for wind <br /> erosion of the soil since more of the project site will be covered by buildings <br /> or pavement. <br /> Dust abatement requirements of the Public Works Department will be <br /> undertaken during project construction. <br /> 22 <br />
