TABLE 4.3.1
Existing Roadway Segment Characteristics
Chrisnlonand Corral Hollow Roads are major County roads that extend primarilynorth-south through the
project area Both roads have interchanges at|-580south ofthe project site. MacArthur Drive and Tracy
Boulevard are minor north -south roads. Field
investigations revealed the location ofpoor sections aa near intersections with heavy truck traffic or
nai|nned track crossings. The heavy volume of five or more ox|ed trucks on these roads contributes to
pavement deterioration. According to the peek hour truck classification counts conducted for this
analysis, approximately 70-90 percent of peak hour traffic consists of trucks with five or more axles. Field
observations during other periods of the days support the conclusion that this percentage is probably
maintained throughout the day.
Intersections
For the purposes of this study, San Joaquin County Department ofPublic Works officials selected five
intersections for analysis. Study intersection selection is done on the basis of their proximity to the project
site and probability that project traffic would utilize the intersection. Figure 4.3.2displays the morning and
evening peak hour turning counts conducted on August 26. 1983. for each study intersection.
,Operating Conditions
Operating conditions analysis for the existing intersections utilizes proceduresand methodology from the
Highway Cai?acity Manual - Special Report 209 0HC&M. Transportation Research Boand, 1985. The
intersection analysis involves two types of controls, traffic signals and stop signs. The intersection control
type and its use determines the specific procedure for determining intersection operating conditions. The
HCyWuses specific analysis criteria that corresponds to levels of service, which vary from A(the best) to
F (the worst). The levels of service describe the intersection operating conditions in general terms.
Tables A-2, A-3. and A-4 in Appendix 8 contain the analysis criteria and their corresponding levels of
service for two-way stop, multi -way stop and signalized intersections. Figure 4.3.6 displays the level of
service analysis results for the five selected intersections under existing conditions.
Safety Conditions
The NOP response from the Irrigation District identified the intersection of MacArthur Drive
and UnnaRoad as an existing safety problem based onthe number offatalities. Table 2summarizes
accident data from the last five years at the intersection.
ER -93'1 -48-
Ill
Aneage
Condition
Chrisman Road
Rural
Arterial/Expressway
2
Adequate pavement, limited shoulder
and faded striping.
Tracy Boulevard
Minor Arterial
2
Adequate pavement and striping.
Corral Hollow
Road
Rural
Arterial/Expressway
2
Good to adequate pavement and
striping.
11 th Street
Major Arterial
4
Good pavement and striping.
Chrisnlonand Corral Hollow Roads are major County roads that extend primarilynorth-south through the
project area Both roads have interchanges at|-580south ofthe project site.
