Figure
4.3.6 displays the level of service results of the intersection operations analysis. Appendix C
contains the technical calculations for the intersection operations analysis. According to the
analysis results, the study intersections do not exceed the evaluation criteria standard of LOS D
under any analysis scenario.
Although this analysis focuses on intersections in the vicinity of the project, Caltrans responded
to the NOP with concerns over potential operational impacts at the intersections of Chrisman/1-
580/State Route 132 and Corral Hollow/1-580 as well as other state highway intersections in the
vicinity. Traffic distribution and assignment for the project indicates that project trips would not
access the Corral Hollow/1-580 intersections but that some project trips would access the
Chrisman/1-580/State Route 132 intersection. Approximately 10 compost/recyclable truck trips
would access the intersection in 1995 increasing to 27 by 2010 on a daily basis. Over the course
of the day, this level of truck traffic would not impact the operation of the intersection.
Safety Conditions
An NOP response raised the question of safety at the intersection of MacArthur Drive and Linne
Road. Table 4.3.2 above indicated that over the past five years there were a total of seven four
accidents, none of which involved fatalities . These accidents appear to be
the result of driver decisions and are not a function of roadway design conditions. In support of
this conclusion is the fact that the County does not list the intersection as a high accident location
warranting safety improvements. As such, there is not sufficient evidence to conclude that the
addition of project traffic through the intersection will increase the existing rate of accidents at this
location.
Public Transit Service
Project traffic would not place new demand on existing or planned public transit service nor would it alter
existing or planned service.
ER -93-1 -52- (9-27-93)
L]
r
LI
L
C
