r <br />r <br />Cl <br />C <br />r� <br />LI <br />F <br />C <br />l <br />I� <br />L <br />.......... <br />4.5 WATER RESOURCES <br />ENVIRONMENTAL SETTING <br />The characteristics of the surface water, ground water, and existing water uses, and the hazards and <br />constraints that are considered significant with respect to the development of the proposed project are <br />discussed in this section. Data that have been considered in the determination of significant <br />environmental impacts and corresponding mitigation measures are included. <br />Surface Water Courses <br />The proposed project site lies approximately 1000 feet south of the Corral Hollow Creek. This creek <br />originates in the foothills of the Coast Range Mountains and flows east into the San Joaquin River which <br />flows north into the Delta. The Corral Hollow Creek watershed extends from its headwaters in the Coast <br />Range to approximately the Delta Mendota Canal. Box culverts allow water flows to cross above the <br />California Aqueduct and the Delta Mendota Canal. The channel of Corral Hollow Creek terminates <br />approximately 1.5 miles east of the project site, and any flood waters would then "sheet flow" across the <br />farmlands at that location. Corral Hollow Creek flows only during winter in response to rainfall and runoff. <br />The creek is dry during the summer months. A minor tributary of the Corral Hollow Creek runs parallel <br />to the proposed project site. <br />Outside of the quarry pit, the natural drainage in the site vicinity consists of sheet flow to street drainage <br />ditches and natural drainage channels. Within the quarry pit, the collected water percolates into the <br />granular soils exposed on the pit bottom. <br />The proposed project site is not identified as being within a 100 -year Flood Zone as shown on the Federal <br />Emergency Management Agency (FEMA) Flood Maps. <br />The California State Water Resources Control Board (CSWRCB) has the authority for permitting of storm <br />water discharges to waters of the State. Specific categories of industrial activity and industrial facilities <br />which discharge storm water associated with industrial activity are required to comply with the California <br />General Industrial Storm Water Permit by filing a Notice of Intent (NOI). The Tracy Materials Recovery and <br />Transfer Facility must file such a notice for its operations. Since construction of the facility will disturb <br />more than five acres of land compliance with the California General Construction Storm Water Permit is <br />also required by filing an NO[ for construction of the facility. <br />These regulations are intended to control pollutants, such as heavy metals and suspended solids, that <br />degrade surface waters of the State when they are transported by storm water from commercial and <br />industrial areas. The purpose of the permit is to <br />• Eliminate non -storm water discharges to storm water systems, <br />• Develop and implement a Storm Water Pollution Prevention Plan, and <br />• Perform monitoring of discharges to storm water systems. <br />Under the conditions of the State General Permit, a Storm Water Pollution Prevention Plan (SWPPP) and <br />Monitoring Program for the project shall be prepared.
