r <br />In the composting area the major noise source would be the use of a front loader which <br />generates an hourly average noise level of about 65 dBA at a distance of 250 feet. The grinding <br />area would have noise levels generated by the grinder and a dozer. The hourly average noise <br />level, based on measurements at another site, is estimated to be 73 dBA at a distance of 250 feet <br />(Wood Recycling Products, Berkeley, CA, Environmental Noise Assessment prepared by <br />Illingworth and Rodkin, Inc., 1989). <br />Noise levels from these activity areas were summed and projected out to the nearest sensitive <br />area, the two mobile homes located about 600 feet to the north of the project. The project would <br />be located in a pit where the ground elevation is about 40 feet below the north and east property <br />line elevations. This was calculated to provide an additional 6 dB of shielding over that provided <br />by the intervening distance. The predicted total hourly average noise level at the nearest sensitive <br />receptor is 52 dBA. This is below the existing noise level and would not result in any significant <br />noise impact. <br />Mitigation <br />4.6-1 No mitigation is required or recommended. <br />Impact <br />4.6-2 Project -generated traffic would not result in a substantial increase in noise levels at sensitive <br />receptors along MacArthur Drive or other streets in the area and would not result in any <br />significant noise impacts. <br />The proposed project would result in an increase in vehicular traffic on the streets in the area. <br />The main access road is proposed to be MacArthur Drive. Employees at the site and individual <br />users would increase automobile and light truck traffic along MacArthur Drive. Transfer trucks and <br />garbage truck deliveries would increase heavy truck traffic on MacArthur Drive. <br />Future traffic noise levels are calculated based on traffic data supplied by the traffic consultant <br />(Korve Engineers). Project traffic is calculated to increase noise levels less than 1 dBA during the <br />peak hour and a 24-hour Ldn basis. Maximum noise levels would be similar to existing maximum <br />noise levels generated by gravel trucks on the roadway. There would therefore not be a <br />perceptible change in the character of the noise or the level of noise along the street network. <br />The noise level increase would not be substantial and the resulting noise impacts would be less <br />than significant. <br />Mitigation <br />4.6-2 No mitigation is required or recommended. <br />Impact <br />4.6-3 Construction activities associated with the proposed project would result in temporary <br />Increases In noise levels In surrounding areas. The noise level increases would not be <br />substantial and no significant noise impacts would result from the construction of the <br />proposed project. <br />Construction activities required for the proposed project would include some grading, the <br />construction of foundations, concrete work associated with the MRF/Transfer Station, building <br />erection, equipment installation, and paving and finishing of roadways. Noise levels associated <br />with the equipment that would be used on this project would be similar to the operational noise <br />levels previously discussed. The noise reduction resulting from the distance between the site <br />and the nearest sensitive receptors and the shielding provided by the pit in which the project <br />would be located would reduce noise levels to below the existing ambient noise.
