F7
The effects of high concentrations of suspended particulate matter on humans include aggravation of
chronic disease and heart/lung disease symptoms. Non -health effects include reduced visibility and
soiling of surfaces (Stern, 1977).
Carbon Monoxide
Carbon monoxide is an odorless, colorless gas that is highly toxic. It is formed by the incomplete
combustion of fuels, and its main source in San Joaquin County is automobiles. Carbon monoxide's
health effects are related to its affinity for hemoglobin in the blood. At high concentrations, carbon
monoxide reduces the amount of oxygen in the blood, causing heart difficulties in people with chronic
diseases, reduced lung capacity, and impaired mental abilities (Stern, 1977).
Current Air Quality
There are no air quality monitoring sites in Tracy. The closest monitoring sites are located in Stockton,
located about 17 miles to the northeast. The California Air Resources Board maintains three air quality
monitoring sites within the Stockton area A summary of air quality data from these monitoring sites is
shown in Table 4.7.2 for the years 1988-1992.
Table 4.7.2 shows that the standards for ozone, carbon monoxide and PM -10 are exceeded in the
Stockton area. Levels of sulfur dioxide and nitrogen dioxide do not exceed either the state or federal
standards.
The data from Stockton area monitoring sites are representative of the site with the exception of that for
carbon monoxide. Carbon monoxide is localized pollutant, and problems with this pollutant in San
Joaquin County are restricted to urbanized Stockton. Concentrations near the project site are much lower
than those measured at the Stockton monitoring sites.
L
L
 I
1i
U
u
G
IfJ
0
ER -93-1 -84- (9-27-93)
