I <br />Table 4.7.4 shows the results of the CANINE -4 analysis for the peak 1 -hour and 8 -hour traffic <br />periods in parts per million (PPM). The analysis was carried out for existing traffic, with the <br />addition of project traffic (1993) and in 2010 both with and without the project. The 1 -hour values <br />are to be compared to the federal 1 -hour standard of 35 PPM and the state standard of 20 PPM. <br />The 8 -hour values in Table 4 are to be compared to the state and federal standard of 9 PPM. <br />Existing concentrations at the three intersections are below applicable state and federal <br />standards. Concentrations with the project are expected to be below applicable federal and state <br />standards for all forecast years. Project impacts on local carbon monoxide concentrations are <br />considered to be less than significant. <br />Mitigation <br />4.7-3 No mitigation measure is required or recommended. <br />Impact <br />4.7-4 The transfer station would create a number of potential odor sources. <br />Solid waste itself is an obvious potential odor source. The unloading areas, equipment that <br />comes in contact with waste, collection vehicles and landfill transfer trailers are also potential odor <br />sources. <br />The severity of any odor impacts is highly dependant on operating procedures. The longer refuse <br />is stored on-site, the greater the potential for odor, particularly in the warmer summer months. <br />The odor potential for unloading areas and equipment is dependant on "housekeeping" practices <br />and how often equipment is cleaned. <br />The surrounding land uses are primarily industrial and agricultural uses that are not sensitive to <br />odors. There are, however, two residences located with 600 feet of the project site. Project <br />impacts on odors are considered potentially significant. <br />Mitigation <br />4.7-4 The following mitigation measures would reduce potential odor impacts to a level that is less than <br />significant. <br />• The proposed transfer operation would be enclosed in a building to reduce exposure of <br />waste to the atmosphere. <br />• The tipping floor area should be cleaned daily, as should the transfer <br />trailers themselves. <br />• Transfer trailers should be periodically steam cleaned to remove accumulative grease and <br />dirt. <br />• As requested by the SJVUAPCD, a standard operating procedure (SOP) shall be <br />developed to address the elimination of the generation and emission of odors as much <br />as possible. The SOP shall also include measures to allow for the shortest possible <br />holding time of waste brought to the facility, as well as contingency measures in the event <br />of excess odor generation and/or nuisance complaints. <br />ER -93-1 -91 - (9-27-93) <br />
