Kerry Sullivan November 12, 1993 <br />DEIR93-1.TRA Page 2 <br />Mitigation 4.7-2, Pae 86: Because material deposited on a paved surface can <br />9 9 p <br />promote the generation of dust, the District suggests adding a mitigation measure to B8 <br />address the maintenance of the paved area: The entire paved area is to be cleaned as <br />needed to prevent generation and entrainment of fugitive dust. <br />Impact 4.7-4, Page 88: The SJVUAPCD suggests that a Standard Operating <br />Procedure (SOP) be developed to eliminate the generation and emission of odors as <br />much as possible during warm periods'. The SOP should also include measures which 89 <br />will allow for the shortest possible holding-time of waste brought to the facility. <br />The SOP should also include contingency; measures in the event of excess odor <br />generation/nuisance complaints. <br />The applicant should also be aware of the SJVUAPCDr s Regulation Vill, which will <br />become effective December 10, 1993. The intent of Regulation VIII is to reduce the <br />amount of PM10 entrained into the ambient air as a result of emissions generated from B10 <br />anthropogenic (man-made) fugitive dust sources by requiring actions to prevent, <br />reduce, or mitigate PM,aemissions. This project will be subject to the rules included <br />in Regulation VIII if construction occurs on or after the effective date.
