Multiway stop controlled intersection analysis is the only exception to the use of PCE's in this analysis. <br />For these intersections, the analysis was completed; with unadjusted traffic volumes. A review of the <br />results indicated that the total approach volumes under the worst case scenario were approximately 60 <br />percent of the level of service (LOS) C volume. In other words, calculating PCE's was not necessary in <br />order to determine that the multiway stop controlled intersections would continue to operate at or above <br />LOS C. <br />B 21 <br />The projected trips for the Tracy MRTF include trips diverted from the closure of the Corral Hollow Landfill <br />B 22 <br />According to the County of San Joaquin Department of Public Works, accident classifications are mutually <br />exclusive. The County's classification system assumes that reported accidents involve property damage. <br />However, if an accident also involves injuries, then it is classified as an injury accident. The traffic index on this section of roadway <br />increases from 11.58 to 11.67 (a difference of 0.09) as a result of 2010 project related traffic. Since the <br />TI is measured in units not less than 0.5, the structural section of roadway at this location would be <br />designed for a TI of 11.5 with or without the project. <br />B 25 <br />The comment has been noted. The water use resulting from conventional agricultural production is <br />variable and dependent upon soil conditions and the type of crop to be grown. There is no current water <br />use at the site, as the site is fallow and used for grazing at this time. Previous water 'usage" at the site <br />was that ;quantity of water used to process the aggregate mined from this pit. However, that water was <br />pumped from a well on a contiguous parcel and used at the processing plant on that parcel. Water <br />usage in aggregate processing can range from 100 to 12,000 gallons per minute depending upon the <br />quantity of material processed and the efficiency of the equipment. Anticipated water use for the Tracy <br />Materials Recovery and Transfer Facility is as cited elsewhere in the Draft EIR. <br />B 26 <br />The comment has been noted. <br />B 27 <br />The comment has been noted. There are two ponds proposed at the site.
