PROJECT DESCRIPTION:.. <br />SITE LOCATION PHYSICAL DESCRIPTION <br />The 39.2 -acre project site for the proposed Tracy Materials Recovery and Transfer Facility is located south <br />of the City of Tracy in the unincorporated area of San Joaquin County (Figure 2-1). The site is located <br />on the west side of MacArthur Drive, south of Linne Road. Access is off of MacArthur Drive. <br />The majority of the site consists of a large pit, approximately 30 to 40 feet deep, that was previously mined <br />by Lonestar Industries for gravel between 1971 and 1975. The site was reclaimed and reseeded by <br />Lonestar Industries in 1986. The site has been undisturbed since then and contains no structures or <br />■I trees. <br />The project site is identified as Assessor Parcel Number 253-130-19, and the address is 30703 South <br />MacArthur Drive, Tracy. <br />BACKGROUND <br />In 1990, Assembly Bill 939, the Integrated Solid Waste Management Act, became effective and required <br />that, by the year 1995, 25 percent of the solid waste generated be diverted from landfill disposal or <br />transformation facilities through programs such as source reduction, recycling, and composting. This act <br />further mandates that this diversion rate increase to 50 percent by the year 2000. In compliance with AB <br />939, the City of Tracy and the Solid Waste Division of the San Joaquin County Department of Public <br />Works have prepared Source Reduction and Recycling Elements (SPIRE). These SRRE's indicate that <br />a regional materials recovery facility should be developed in the south County area with the following solid <br />iwaste functions: material recovery, transfer of residual waste, composting, and wood processing. <br />The project applicant, Tracy Delta Solid Waste Management, Inc., of Tracy, California, currently provides <br />refuse collection for the City of Tracy and portions of the unincorporated south County area. Collected <br />refuse is then disposed of at the County -owned Corral Hollow Landfill located approximately five miles <br />southwest of the City of Tracy along Highway 580. This Class III landfill currently receives approximately <br />1,200 cubic yards of nonhazardous solid waste per day, six days per week, from the City of Tracy and <br />the surrounding unincorporated area and is scheduled for closure by January 1995. Tracy Delta Solid <br />Waste Management, Inc., is seeking to establish the Tracy Materials Recovery and Transfer Facility in <br />order to provide materials recovery and transfer services, given the planned closure of the Corral Hollow <br />Landfill. Until the County establishes a replacement site for the Corral Hollow Landfill, solid waste will be <br />transferred via the proposed Tracy Materials Recovery and Transfer Facility to either the North County or <br />Foothill Sanitary Landfills. Without the proposed transfer station, the waste would be hauled to these <br />landfills (a distance of approximately 45 miles one way) by commercial collection vehicles and private <br />residents. With the proposed transfer station, waste would be transported from the project site to one <br />of the landfills in large trailers with up to 25 -ton capacity. To date, the County has not been successful <br />in locating a replacement site for the closing landfill. However, the County intends to permit and develop <br />a new sanitary landfill in the south County area if a site can be identified and secured. Regardless of <br />whether a new landfill is established in this area, sufficient disposal capacity exists to serve the <br />unincorporated County and incorporated cities within San Joaquin County for over 40 years. <br />PROJECT OBJECTIVES <br />There are two main objectives of the proposed project. First, the closure of the Corral Hollow Landfill in <br />1995 necessitates the establishment of a transfer facility somewhere in the Tracy area to effectuate the <br />efficient transporting of solid waste collected from within the City of Tracy and unincorporated areas of <br />IER -93-1 - 10 - (9-27-93) <br />[1 <br />
