[l <br />n <br />n <br />Use by San Joaquin County for periodic household hazardous waste collection, separation, and <br />temporary storage for off-site disposal. <br />Following is a more detailed description of each of these components. <br />SORTING AREA <br />Sorting will occur indoors in the transfer station. Upon arrival at the facility, the general public will be <br />directed to the public tipping area, and the commercial vehicles will be directed to the commercial tipping <br />area. Refuse will then be dumped directly onto the tipping floor within the transfer station for processing. <br />Extracted recyclables will be processed for shipment to market, with residues directed to landfills for <br />disposal. <br />Selected solid waste material for sorting may be pushed by a front-end loader onto a pit conveyor, which <br />will transport it onto a picking line, where it will be manually sorted. Large pieces of corrugated cardboard <br />will be removed and dropped into a storage bin. Wood will also be removed and hauled to the wood <br />storage area. Mixed recyclable containers will be removed and transported to the container sorting area, <br />where sorting occurs for the separation of glass, aluminum, plastic, paper, and tin. Collected containers <br />will be dumped into a pit and then fed onto a sorting line. Ferrous materials will be removed by magnet, <br />and aluminum, plastic, and three colors of glass will be hand separated. Separated recyclables will then <br />be baled or stored in bins until shipped off the site to their various markets. <br />TRANSFER OPERATIONS <br />In addition to accommodating the sorting operations, the transfer building will also house transfer <br />operations. Unprocessable waste and the residue from recycling operations will be loaded into large <br />trailers with front-end loaders and hauled to one of the remote landfills. Trailers will be weighed during <br />loadout to ensure maximum allowable loads for transfer to the landfill. <br />PROCESSING OF RECYCLABLES <br />In addition to the materials separated from the mixed waste stream, recyclable materials will be delivered <br />by the public, picked up at recycling centers, and picked up at curbside or other locations within the <br />service area. Individuals arriving at the site will be able to drop off material at a buy-back center located <br />adjacent and contiguous to the transfer station, where an attendant will weigh the material and pay the <br />customer for the material received. Paper, plastic, and cardboard will be baled and stored for off-site <br />shipment to markets. Aluminum cans, tin cans, and scrap metals will either be crushed and stored in <br />bunkers or 20 -yard containers or baled and stored for shipment.
